Below are listed our board of directors; also available is the list
of elected ATNI executive board member

David Tovey – ATNI-EDC
Board President (term expires 9/05) Mr. Tovey (Cayuse*)
is the current Executive Director of the Coquille Indian Tribe in North
Bend, OR. Mr. Tovey oversees Tribal governmental operations for
the tribe, primarily administrative, judicial, educational, and
regulatory services. Prior to his position with the Coquille
Indian Tribe, he served as the Executive Director of the Confederated
Tribes of Umatilla (CTUIR) and was a primary force in all aspects of
planning, financing, contract negotiations, design, construction, and
management of the Wildhorse Gaming Resort, Wildhorse Hotel, Wildhorse
Golf Course and Tamastslikt Cultural Institute. Mr. Tovey is also on the
founding Board of Directors for the Indian Land Tenure Foundation. In
2001, he was named Economic Development Leader of the Year by Oregon
Governor, John Kitzhaber. Mr. Tovey is a graduate of the University of
Idaho, with a degree in Finance. |

Michael Marchand – ATNI-EDC Vice President (term
expires 9/06) Mr. Marchand (Colville) serves on the
Tribal Council of the Confederated Tribes of the Colville Reservation,
as well as on the Executive Board of the Intertribal Transportation
Association. He served as the Director of the Northwest Tribal – Local
Technical Assistance Program (L-TAP) at Eastern Washington University, a
program that provides transportation training and technical assistance
in tribal planning, sovereignty, grant writing, and economic development
to Northwest Tribes. He serves as the First Vice President for the ATNI
Executive Board and was recently appointed Chair of the ATNI Economic
Development Committee. He also serves on the Board of Directors
for the Council of Energy Resource Tribes (CERT), and on the Board for
the Inter-Tribal Monitoring Association, which is overseeing national
BIA trust reform issues. Mr. Marchand has a Bachelors degree in
Economics and Urban Planning and a Masters degree in Urban and Regional
Planning from Eastern Washington University. |

Sharon Goudy – ATNI-EDC Secretary (term expires
9/05) Mrs. Goudy (Yakama) is currently the ATNI
Executive Board Treasurer, and the Chief Executive Officer of the Yakama
Nation Credit Enterprise, located at the Nation headquarters in
Toppenish, WA. She is also a current ATNI EDC Revolving Loan Fund
committee member. In her past work history of 32 years, she served a
term on the Yakama Tribal Council as the Executive Board Secretary. Mrs.
Goudy started her work career in BIA/Tribal Realty for five years. She
worked in the law and order systems a total of seventeen years, of which
she was the Yakama Nation Law and Justice Deputy Director for seven
years. She served on the Yakama Nation Housing Authority for five years
and was their Board Secretary. Education achievements are an Associates
of Science degree in Business Management from Yakima Valley Community
College; and a Bachelors of Science degree in Business Administration,
with a specialization in Management and Organization from Central WA
University; and some Masters level coursework. Mrs. Goudy is an active
Christian, who serves as the Church Secretary and Missionary, and is
involved with the reservation community. Sharon is married to Pat Goudy
Sr., and they have four adult children and five grandchildren. |

Jolene Atencio – ATNI-EDC Board

Walter Jackson – ATNI-EDC Board Member (term
expires 9/06) Mr. Jackson (Quileute) is currently the
Executive Director of the Quileute Tribe located in LaPush, along the
Washington Coast. During his many years working for the Quileute Tribe,
he served on its Tribal Council for eight years, including two years as
the Chairman. Mr. Jackson has also worked as the Project Manager for the
American Indian Trade and Development Council, and the Enterprise
Manager for the Quileute Tribal Enterprise Board, where he worked to
increase business and seek funds for tribal enterprises. He has also led
an extensive effort to promote tourism as an economic development tool
in Northwest Indian Country and has advocated for greater partnership
between state, local and Tribal government tourism development efforts.
He currently is establishing a Tribal Tourism Association in Washington
State and is Chair of the ATNI Tourism sub-committee. |

Antone Minthorn – ATNI-EDC Board Member (term
expires 2/06) Mr. Minthorn (Cayuse), a founding board
member and primary force behind the creation of the ATNI-Economic
Development Corporation was recently elected to its Board of Directors.
He is nationally known as a leader in economic development and tribal
sovereignty issues for Indian Country. He was Chairman of the
Confederated Tribes of the Umatilla Reservation (CTUIR) from 1997-2001
and also served on CTUIR’s General Council from 1982-1997. He has also
served as Chairman of CTUIR’s Water Committee, Economic Development
Commission and Tribal Land Steering Committee. In these positions, he
helped to provide policy oversight of the Tribe’s businesses and
economic development projects, totally $100 million and jobs for over
300 tribal and non-tribal members. Mr. Minthorn was also the driving
force behind what is now the multi-departmental Land Acquisition
Committee. For the past fifteen years, Mr. Minthorn also served as the
chair of ATNI’s Economic Development Committee. At the age of 65, he has
returned to college, to study computer science, and he continues to be a
national advocate for the importance of economic parity between
non-Indian and Indian communities. |

Lee Shannon - ATNI-EDC Board Member (term expires 2/06)
Mr. Shannon (Cowichan, B.C.) practices law at the Portland office
of Hobbs, Straus, Dean & Walker, LLP. He focuses on commercial
business entity formation, gaming, finance, tax and economic development
for Indian tribes. Mr. Shannon has substantial experience
assisting Tribes in their use of the Indian Tribal Governmental Tax
Status Act to do tax exempt financing. He has worked with Indian
tribes on a variety of economic development and infrastructure
financings, and regularly works with Tribal governments and Tribal
enterprises in negotiating, structuring, and documenting bond issues,
loans, leases and other financing arrangements. Mr. Shannon
received his J.D. and M.B.A. from the University of Washington and his
B.S. in biology from Seattle University. He is also on the board
of directors of both the Legal Aid Services of Oregon and the Oregon Law
Center. He is a member of the Alaska, Washington and Oregon State
Bars, and is admitted to practice in the United States District Court
for the District of Oregon. |
